probably knows more about these issues than many of us combined. he will be joining us. >> the aclu and the drug policy alliance are advocating for federal legislative change. my coalition co-chair will be talking about litigation and state reforms. i am going to focus on the federal and legislative response, some of the history, and details about what i am talking about today. the aclu were some federal disenfranchisement from three angles. we litigate in court, will lobby in federal and state legislatures, and we engage in public education. as we face another important election, there are an estimated 5.3 million americans who will not be able to vote because of the result of criminal convictions. this is despite the fact that the supreme court repeatedly has said that voting is a fundamental right. most with criminal convictions are barred from the polls. 48 out of 50 states have laws that bar citizens with criminal convictions from bidding in some manner. two other states permanently in franchise criminals with felony convictions. there are 5.3 million americans who cannot vote.

that employee in the united states. therefore we have to go to warsaw or someplace else. high tech companies use this for engineers and scientists. resort areas use it for a variety of reasons. you will be shocked to know, some years ago, here in the state of vermont, apparently we do not have people who can be ski instructors. did you know that? we just don't have enough people in the state of vermont who know anything about skiing and can instruct. therefore, correct me if i'm wrong, we have to bring people from all over the world to be sky skee instructors. those programs, those guest worker programs are often exploited by employers. why do they do that? they can bring people from abroad, young students -- students and pay them less than they would american workers. we fought that. we're making a little bit of progress in saying, especially in the middle of an -- of a recession, for example, exxonmobil needed welders and they brought in welders from india to do welding in the united states because obviously we don't have anybody in america capable of welding. totally absurd. so what we need i

obama's pointman on u.s. education secretary arne duncan. yesterday he said he was a big fan of rhee and thought her leadership was still needed as chancellor of dc's public schools. he's also said he has reached out to both prix and gray to see if he could help to strike a deal between the two. that's kind of what's been going on the past few days. duncan has said he may be speaking with one or bowe of them before -- both of them before the meeting and gray is getting pressure on the other side. it was the dc teachers union who really wanted -- they were big supporters of gray and they want him to fire rhee because she of course fired 266 teachers lassock due to budget reasons. he is getting hit on both sides on this one. >>> today, six months after it was passed by congress, some of the first parts of the health care reform package goes in to affect. -- speaking yesterday in falls church, virginia, president obama said these measures will make health care more affordable. >> you have some basic measures of protection in interacting with the health care system, which means you are n

was found in a piece of luggage, cbs news correspondent bob orr joins us this morning with the latest. bob, good morning. >> good morning, erica. we can say the holiday weekend is off to a tense started with the latest airport scare in miami. authorities tell us everything is getting back to normal. but for seven hours overnight, four of miami's six terminals were shut down. airport roads in the vicinity were closed, passengers were all ordered evacuated and bomb squad technicians moved in. it started around 9:00 with a security officer spotted something in a checked bag, the luggage screening area, where all the bags are put through explosive detection machines. police went out and located the owner of the bag and took that passenger into custody. now we're told the person is expected to be released and may have been released already. while officials will not say exactly on the record what was found, we're led to believe it was not dangerous. for you, the good news is that this evacuation happened during nonpeak hours overnight. not that many flights were effected. there could be residual

. but they do extend, big waves for many miles. the eye of the storm is disappearing on us. we could be undergoing an eyewall replacement cycle and that may not have time to fully wind back up. now the waves are probably the biggest story with this storm. the beach erosion is going to be incredible. we have 14-foot waves off of hatteras, 13-foot waves off of wilmington. the wave action is going to be incredible going all the way up the east coast to cape cod during the day tomorrow. hurricane warnings cape cod, hurricane warnings from virginia beach southward to just outside of jacksonville, north carolina near camp lejeune. as far as our commuter models go, everything is taking it offshore at this point. the only close call is out there at nantucket, martha's vineyard, chatam. it should be a category 3 and then a category 2 by the time it's south of new england, weakening to a category 1 as it impacts either down east maine, they're probably going to get hit good saturday morning. the tropical storm force winds, the worst where stephanie is located, and then as everyone drives to wo

kennedy is live in north carolina. she joins us with the very latest. >> we are finally getting some heat -- decent weather at the outer banks. overnight, we have dramatically and followed by 12 hours of rain. what is left behind is this incredible surf and tourist were trying to get a jumpstart on their vacation. correcting girl was a powerful category three hurricane when it passed off the coast of north carolina's outer banks. wind gusts up to 80 miles per hour felt overnight. this man rode out the storm in his home. his house sustained minimal damage and today, he is without power. >> i did not sleep at all. we have done it before. and we will do it again. >> the storm surge from hurricane earl was between 2-3 feet, resulting in over wash on the ocean road. heavy machinery was brought in to remove water and sand from the street. this family heeded the mandatory evacuation order. by daylight, they were back to their vacation rental, trying to salvage what was left of their trip. >> i was just chomping at the bit to get back. we are staying through the labor day weekend. we're happy to

hurricane, winds us0 miles-an-hour. it is fewer than 160 miles from cape hatteras, north carolina. the storm is expected to pass near the outer banks within the next few hours packing hurricane force winds that extend 70 miles from the storm's center. nasa has been using photographs for the last four days. you can see how the storm has been growing and rolling closer to the coast and closer to north carolina. the first strong bands of rain have already started to hit outer banks of north carolina. it is hit and miss you know how those bands go. today police went door-to-door to make sure everybody had received evacuation notices because the state's governor warned once the storm hits folks who decided to stay are pretty much on their own. we have extensive team fox coverage throughout the night. rick leventhal on the east end of long island in montauk. monitoring the storm, first jonathan serrie in north carolina. i'm told the winds are come and go? >> reporter: they are indeed. the winds are picking up and continue to pick up at a slow, but stable pace. you said it was hit and miss as far a
